I understood that speaking and writing are components of productive skills which are both used for the purpose of communicating. Again the ESA method of teaching is very useful in developing the students to speak and write accurately and fluently. Accuracy activities are emphasized in the study phase while fluency activities are carried out in the activate phase.
As the saying goes practice makes perfect. The continued practice of speaking in English applied in role play, debates and communication games will lead to fluency. In the same token creative writing should be encouraged to fully develop writing skills.
