Modal verbs are used to share obligation, ask or give permission, to express probability, give advice, and talk about ability. Different modal verbs are used in different situations, depending on how polite the speaker wants to be or how much certainty the speaker wants to express. The modal form changes for past and future/present, but it the modal phrase always ends with the verb in its base form.
Passive voice is used to shift the focus away from the agent and towards the subject. Passive voice is used when the speaker or writer is unsure of who completed the action, to highlight the subject instead of the "do-er," and to hide the identity of the "do-er." Passive phrases take the form of auxiliary verb be + past participle.
