I can not imagine teaching a class only receptive skills or only productive skills. I assume that all skills are equally important and provide a better learning. However, the way of teaching reading and listening varies because of students' age. Young learners should be taught phonics first in order to read simple texts and there are plenty of activities for those who can read and comprehend the audio.
