I've found it's always useful and helpful to pair students who are at different levels. For example, 1, students with the lowest ability, should be paired with 3s, and 2s should be paired with 4s, students with the highest abilities. This way, each student is still being challenged without it being so difficult/easy that they lose interest in the activity. Warmer activities can also be helpful in ensuring the tone of the classroom is set.
