The two videos are extremely drastic and the level of participation of the students is clearly affected by the teachers behavior. In the first video the teacher doesn't seem invested in the students learning: he is unconfident, under prepared, and in a rush to leave the class. In the first video, the teacher reads the lesson plan in front of the students, without engaging the students to participate, and moves quickly into the lesson. In the second video the teacher has prepared everything on the board before the class starts. His first interaction is to introduce himself and learn the names of the students. He progresses more slowly and encourages the students to fill in the blanks, verbally, on the board. The tone was set from there and as he moves into other tasks he is kind and laughing along with the students. Obviously, he has a lot of experience as a teacher and he knows how to get the students to participate.
