I agree that monitoring student behavior in-class and adjusting it to maximize learning will very much depend on the student(s) involved and rules that are already in place. A classroom full of 60 middle-schoolers will be very different that 6 working professionals. Thus, preparing well in advance of what the school's rules are, asking about the different classes and students, getting advice from seasoned teachers on what works well, etc. is all going to be paramount in managing the class. One could even argue that classroom management holds more importance than material preparation, because no effect happens if the class absorbs nothing that you have prepared.
