I would say that according to my experience listening (comprehension) is the first skill students develop. When teaching students will usually try to understand a whole sentence by knowing the meaning of one or two words. After learning some vocabulary and how to apply it, I believe the reading comprehension skill is developed. I'm convinced that learning through listening and reading is the best way to get use to a foreing language and its use.
