Speaking and writing is much harder then listening and reading. There are so many people who can actually understand the foreign language on a quite good level, but are jut afraid to speak it out by different reasons. I thing the number one reason is a fear of mistake. So the teacher has to encourage students to speak and be careful with correcting the mistakes at same time. Spelling and punctuation are also hard to learn, but I at least it comes with no fear, similar to learning a poem.
