Knowing when to use certain modal auxiliary verbs in a matter of formal vs. informal as well as of certainty, obligation, request/suggest, and strong advisement. Passive voice vs active voice is a matter of focus on the person performing the action in the sentence rather than letting it remain unknown. Clauses are very simple to learn and teach because they have very few rules. Phrasal verbs are more difficult in that the student must know all parts of speech in a sentence to identify when the phrase is intransitive, transitive separable, and transitive inseparable.
